POLIBIZ – The Biden-Harris Administration's CHNV program's policy has been placing hundreds of thousands of migrants in the states, which would require state and local services, including public school. Forced to receive the immigrants without their consent, any advance notice or resources, 25 governors co-signed a letter initiated by Alabama Governor Kay Ivey requiring more coordination, information and transparency from the federal government.

The ongoing Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV) asylum program are directly affecting these 25 states and local communities. According to a report by Department of Homeland Security (DHS), "Through the end of August 2024, nearly 530,000 Cubans, Haitians, Nicaraguans, and Venezuelans arrived lawfully on commercial flights and were granted parole under these processes”.
The governors’ letter pointed out the loopholes of the program, including the sudden influx of foreign nationals throughout their states and communities, the unexplainable lack of any communication over arrival times, duration of residency, legal status, and location of these "parolees". The situation created considerable confusion and alarm among local officials and the general public.
It can be interpreted that as for those immigrants now inhabiting in their states, the state governments have no ideas of “who they are, when they come, how long they will stay, what is their legal status, where are they living, and who are their sponsors”.
The letter also raised concerns over the transparency of this “apparent dumping of migrants” program which was “temporarily suspended in July due to reports of fraud and abuse” and reinstalled just one month later. “It is difficult to believe that every potential for fraud and abuse has been eliminated in one month's time.”, the letter wrote.
